In December 2023, an unexpected fire broke out in the production workshop, spreading rapidly and engulfing the core production area. The fierce flames not only destroyed the workshop structure but also reduced most of the key production equipment to charred ruins—including the 9 air column packaging production lines and the valuable German-imported offset printing machines that were the lifeblood of the company, along with large quantities of semi-finished Plastic Wrap, Plastic Bag and Custom Packaging products. As the fire was extinguished, the entire workshop lay in ruins, with blackened walls, melted machine parts, scattered debris and charred remnants of Plastic Wrap and Plastic Bag, painting a desolate picture. For Xinruili, which relied heavily on these advanced devices to produce Plastic Wrap, Plastic Bag and Custom Packaging, the fire was a devastating blow: production came to a complete standstill, orders for Custom Packaging, Plastic Wrap and Plastic Bag could not be delivered on time, capital chains were on the verge of breaking, and the company was pushed to the brink of collapse. The management team and employees fell into deep anxiety, wondering if the enterprise could ever recover from such a catastrophic loss and resume the production of its core products.
Just when the company was trapped in despair and at a loss for what to do, the warm support from the local government and financial institutions arrived in time, becoming a ray of hope for Xinruili’s rebirth. After learning about the enterprise’s predicament, the Jiangjin District Government took immediate action, adhering to the principle of supporting enterprises in distress and quickly launching a series of assistance measures. It organized a special working group to rush to the scene, conduct on-site investigations, assess the losses caused by the fire, and coordinate various departments to provide policy support for the enterprise’s post-disaster reconstruction. Meanwhile, the Agricultural Bank of China (ABC) Chongqing Jiangjin Branch, adhering to the concept of serving the real economy and supporting small and medium-sized enterprises, actively responded to the district government’s call and launched a “bank-government linkage” mechanism to provide targeted financial assistance to Xinruili.
After in-depth communication with the enterprise’s management, a comprehensive assessment of its operating conditions, development prospects, and post-disaster reconstruction needs—especially the urgent need to resume production of Plastic Wrap, Plastic Bag and Custom Packaging—ABC Chongqing Jiangjin Branch, in close cooperation with the district government, jointly issued a 3 million yuan “credit enhancement loan” to Xinruili. This special loan, with preferential terms and a simplified approval process, was designed to solve the enterprise’s urgent capital shortage problem in post-disaster reconstruction, breaking the financing bottleneck that troubled the company and enabling it to quickly restart the production of Plastic Wrap, Plastic Bag and Custom Packaging. Unlike traditional loans, this “credit enhancement loan” fully leveraged the joint guarantee of the government and financial institutions, ensuring that the funds were efficiently used to purchase new production equipment and raw materials needed for Plastic Wrap, Plastic Bag and Custom Packaging, laying a solid foundation for the enterprise’s full recovery.
With the 3 million yuan “credit enhancement loan”, Xinruili moved quickly to promote post-disaster reconstruction. A portion of the funds was specially allocated to purchase new air column packaging production lines and German-imported offset printing machines, which are crucial for producing high-quality Plastic Wrap, Plastic Bag and Custom Packaging. The remaining funds were used to supplement working capital, covering the costs of raw materials, employee salaries and order fulfillment. After months of unremitting efforts, the enterprise’s production capacity was fully restored, and the workshops once again echoed with the hum of machines producing Plastic Wrap, Plastic Bag and Custom Packaging.
